Welcome to the 1815th Test and Evaluation Squadron (TES).  This is my virtual home dedicated to this unit.  The mission of this unit, for lack of a better way to put it, was to perform independent evaluation of new, and existing, communications systems in the Air Force inventory.  Sometimes this unit would be called upon to perform evaluations of systems operated by other services.

During the "downsizing" which has taken place over the last several years, it was decided that this unit should be closed.  As far as I know, this page is the only known web page on this unit.  If you happen to know of any other web page(s) on the 1815th TES, please e-mail me at the link at the bottom of this page, and I will link to the page(s) which may exist..   

In the Air Force, along with the other services, the names of units sometimes change from time-to-time.  During my tour at this unit the name changed twice. The names of the unit were;

  • 1815th TES
    Date designated: 1 June, 1981
    Note: This was the name of the unit when it moved from Scott AFB, Illinois to Wright-Patterson AFB, Ohio, .

  • 1815th Operational Test and Evaluation Squadron (1815 OTES)
    Date designated: 1 November, 1985

  • Air Force Communications Command Operational Test and Evaluation Center (AFCCOTEC)
    Date designated: 1 April, 1989

Note: After my departure, the unit was deactivated at Wright-Patterson Air Force Base (AFB) Ohio on 31 March, 1991.


Prior to my arrival, the unit was know by the following names;

  • Project "Scope Creek" when established at Richards-Gebaur AFB, Missouri.
    Date designated: Unknown.
    Note: This name, if memory serves, was an "in-house" name given to a "Special Project" that would eventually expand, and become, the 1815th Test Squadron (1815 TS). All "Special Projects", if memory serves, of the Air Force Communications Service (AFCS) and Air Force Communications Command (AFCC) were assigned the code name "Scope" by the Air Staff at Headquarters Air Force.

    Date designated: 1 January, 1973
    Note: This was the first "official" unit name when it was established at Richards-Gebaur AFB, Missouri, and when the unit was later moved to Scott AFB, Illinois, on 30 Sep 1977.

Note: In the unit, some Dets and OLs were formed to perform evaluations of specific equipment, networks and/or systems. While some of our fellow "Scope Creekers", knew about the missions of these units, others may not have been aware of them. I'm providing them for the benefit of all who visit this site. Det 1, Fort Huachuca, Arizona
Mission: To perform evaluation on "TRI-TAC" Systems.

Det 2, Einsiedlerhof Air Station (AS), West Germany/Kapaun AS, West Germany.
Mission: To perform characterization and commissioning of the Digital European Backbone (DEB) in the Central European area.

Det 2, OL-A, Royal Air Force Station (RAF) Mildenhall United Kingdom.
Mission: To perform characterization and commissioning of the DEB in the United Kingdom.

Det 3, Vandenburg AFB, California.
Mission: To provide observers, maintainers and managers for Developmental Test and Evaluation (DT&E) and Initial Operational Test and Evaluation (IOT&E) of the Peacekeeper Missile System.

Det 4, Yokota Air Base (AB), Japan.
Mission: To perform characterization and commissioning of the Japanese Reconfiguration and Digitization Project (JRD), otherwise known, by some people, as DEB-Japan.

Det 6, Flight Facilities Evaluation, Scott AFB, Illinois.
Mission: To optimize Air Traffic Control Radar (TRACALS) and Weather (WX) Radar in their installed environments.

OL-A, Reston, Virginia.
Mission: To perform Operational Test and Evaluation (OT&E) of the World Wide Military Command Control Interservice System (WISS).

OL-B, Falcon Air Force Station (AFS), Colorado.
Mission: To perform OT&E of the Consolidated Space Operations Center (CSOC).

OL-C, Norman, Oklahoma.
Mission: To perform OT&E on the Next Generation Weather Radar (NEXRAD), a.k.a.: Weather Surveillance Radar (WSR)-88.

OL-D, Colorado Springs, Colorado.
Mission: To perform OT&E of the Space Defense Operations Center 4 (SPADOC4).

OL-E, Vandenburg AFB, California.
Mission: To perform OT&E of the Small Intercontinental Ballistic Missile (SIBM) and Peacekeeper Rail-Garrisons Programs.

OL-F, Kirtland AFB, New Mexico
Mission: To perform OT&E of World Wide Military Command and Control System Information System (WIS).

OL-G, Offutt AFB, Nebraska.
Mission: To perform OT&E of the MILSTAR Satellite Communications Program.

1. Some of the information on this page, and other 1815th Unit Pages, was extracted from information not subject to the Privacy Act of 1974. The source was an internal "Quick Reference Telephone Listing" which contained only: Team Names, Team Member Names and Team Telephone Numbers. It did not include social security numbers or any other personal identifying information.

2. The ranks indicated any of the 1815th Unit Pages are the highest ranks held that I can find documentation for, or that I can remember.

3. While I was at this unit, the unit designation changed twice.  It changed from 1815 TES to 1815 OTES and finally to AFCCOTEC.  See the matrix below to see the changes in office symbols as the unit designations were changed.

4. If a nickname is/are shown, it will be enclosed in brackets [] (e.g.: [Crash]).

5. During my time at the unit, there was a new branch that was created. This branch was called Transmission Systems Evaluation Section (TEOT/TET). This section, if memory serves, was created after the redesignation of the unit as the 1815th OTES. The Satellite (SAT) and High Frequency (HF) Evaluation Teams were realigned under this new section. If you desire to make any clarification, and/or corrections, please e-mail me using the links at the bottom of this page.

6. In the Network Evaluation Section, there were quite a few changes in team names and team missions during the period of Jul 84-Jul 89. As best as my memory serves, there will be a brief description of those changes in the applicable team area.
